In Biodiversity Conservation Alliance v. BLM, the Court affirmed the adequacy of a BLM resource management plan allowing natural gas development in Wyoming’s Powder River Basin. Petitioners contended that BLM violated NEPA by refusing to study in detail their proposal to phase development in the Basin over decades. The Court found that BLM appropriately considered the suggested alternative, but determined that phased development did not meet the project’s purposes and goals, including meeting the nation’s energy demands.
